A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. Sector Houston-Galveston received a report that the vessel, Suzy Q (279856), experienced a partial submersion event on 05 DEC 22 indicating the watertight integrity and stability of the vessel had been compromised. Upon completion of salvage operations, vessel required to submit request to Sector Houston Domestic Inspections for Marine Inspector attendance to conduct damage survey and conditional assessment of vessel. 46 CFR 140.605(b)

Vessel's steering pipe and cylinder broke resulting in loss of control of steering gear and spill. Vessel to repair and to provide Coast Guard tech report confirming same to Coast Guard's satisfaction prior to continuing operations.
