Means shall be provided to control leaks of flammable liquids. PSCO observed excessive fuel oil leaks IWO #1 SSDG and F/O purifier that pooled oil and oil soaked rags packed into fuel rack. Additionally, the #1 SSDG turbo is caked with excessive oily black soot. This presents an excessive fire risk. 28AUG25: attended vesse, crew completed sat cleanup IWO F/O purifier 10c, still need more work IWO of #1 SSDG fuel rack & turbo but no longer excesive fire risk changed code to 16a.
