Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel experienced a fire on its starboard engine causing vessel to lose steering capabilities. Vessel is restricted from movement until a survey is conducted to assess the full extent of the fire damage and a transit plan is submitted and approved by the Coast Guard. After a transit plan is approved, transit shall be in accordance with the attached submitted voyage plan. 46 CFR 143.205(a)

Propulsion machinery must be maintained to ensure proper operation. Vessel experienced port clutch failure resulting in a Marine Casualty Allision. Vessel currently moored Cargill Westwego fleet. Vessel shall utilize tug assist for any movement. Prior to transiting to repair facility, operator shall provide to the Coast Guard a transit plan to the repair facility. Vessel is authorized to transit as per Coast Guard approved transit plan. 46CFR143.205(c)(1)
