Each emergency generating set arranged to be automatically started shall be equipped with starting devices approved by administration with a stored energy capability of at least three consecutive starts. A second source of energy shall be used for an additional three starts within 30 minutes unless manual starting can be demonstrated.
PSCO observed Emergency Generator failed to start.
Condition: Placed in Improper Service
Action required: 60 - Rectify deficiencies prior to movement

Resolution: MSU Brownsville received class report noting new batteries replaced for both means of starting. PSCO attended vessel and observed EGEN start on both means. No deficiencies identified.
