MARPOL ANNEX I/14.6 MEPC.60(.33)/6.2.2 Oil filtering equipment shall be such as will ensure that ny oily mixture discharged into sea after passing through the system has an oil content not exceeding 15ppm. The arrangement on board ships for the extraction of sample from the discharge line to the meter should give a truly representative sample of the effluent. During operational test, the fresh water valve was left open potentially diluting the sample. The sample line was found clogged not allowing a sample to reach the OCM while the OWS was in operation.
Action required: 16 - Rectify deficiencies w/in 14 days

33 CFR 151.2026(c) To ensure the safe and effective management and operation of the AMS equipment, the master, owner, operator, agent, or person in charge of the vessel must ensure the AMS is maintained and operated in conformity with the system specifications. Vessel's ballast water management system is inoperable due to damaged electronic magnet valve. Vessel shall not discharge ballast water into US waters.

Resolution: Class report attesting to the rectification of the Ballast Water Treatment system. Technician for BWTS conducted repairs.
