Each survival craft required on a vessel by this part must meet one of the following: For a life float—Approved under approval series 160.027 or other standard specified by the Commandant. The life float must remain in good and serviceable condition. The life float connections to the netting have deteriorated rendering it unserviceable. Vessel is to replace life float.

46 CFR 176.610(a) During examination all accessable parts of the vessel's underwater body and all through hull fittings shall be made available for examination. Vessel's raw water intake and wash down valves were non operational. Repair and replace to the satisfaction of the attending marine inspector prior to credit dry dock.

46 CFR 176.600(c)(1) A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Vessel is restricted from carrying passengers until credit dry dock is completed.

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Vessel did not have a valid EPIRB registration onboard. Vessel is restricted to operation no more than 3nm from shore.

A power-driven vessel underway shall exhibit a masthead light forward, Sidelights and a sternlight. Vessel Masthead light was inoperable and Anchor light had no protective cover. 33 CFR 83.23(a)

The name of a vessel must be marked or painted in clearly legible letters and numbers on each life float and buoyant apparatus. Vessels lifefloat was missing vessels name. 46 CFR 185.604(a)(1)

A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. Indicator for bilge pump in forward cabin was inop. 46CFR182.530(3)(c)

A suitable metal marine type strainer, meeting the requirements of the engine manufacturer, must be fitted in the fuel supply line in the engine compartment. Strainers must be leak free. Strainers must be the type of opening on top for cleaning screens. A drip pan fitted with flame screen must be installed under gasoline strainers. Fuel filter and strainer bowls must be highly resistant to shattering due to mechanical impact and resistant to failure due to thermal shock. Fuel filters fitted with bowls of other than steel construction must be approved by the Commandant and be protected from mechanical damage. Approval of bowls of other than steel construction will specify if a flame shield is required. Fuel filter for main engine was missing thermal shield. 46CFR182.455(b)(6)

Buoyant apparatus must not have any evident defects in workmanship. Life float had exterior damage that needed to be fixed. 46CFR160.010-4(I)

Life floats are to be arranged to float free and stowed with an approved weak link. The painter and weak link arrangement was not rigged in a manner that would allow the life float to float free.

The floating waterlight must be attached around the body of the life float by a 3/8 inch lanyard, resistant to deterioration from ultraviolet light, and at least 18 feet in length. The length of the floating waterlight line was less than 18 ft and not attached around the body of the life float.

Each flare carried to meet this section must be stowed in one of the following: A portable watertight container marked as required by §185.614 of this chapter, carried at the operating station. Portable watertight containers for distress flares and smoke signals shall be of a bright color, and containers shall be clearly marked in legible contrasting letters at least 0.5 inches high: “DISTRESS SIGNALS”.

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Anchor light was not observable. Provide proof of operation.

All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. Severe chafing observed on port steering ram hydraulic hose.

FCC Station license expired 10MAR2019. Provide this office with a copy of a valid FCC station License.

The auto-bilge pump located in the Forepeak Compartment is inoperable. Repair or replace and provide this office with proof of proper operation.

Anchor light is inoperable. Provide this office with proof of operational Anchor light.

Any vessel of at least five net tons must have a Certificate of Documentation bearing a valid endorsement appropriate for the activity in which engaged. The vessels Certificate of Documentation onbopard expired 31 May 2018.

Shutoff valves installed as to close against the fuel flow must be fitted in the fuel supply lines. The fuel shutoff valve handle is wasted and broken off.

EPIRB battery expired. Have new battery installed. Vessel restricted to a Lakes,Bays, and Sounds route until corrected.
