Fire protection systems and fire-fighting systems and appliances shall be maintained ready for use. PSCO noted all five of the vessel water mist system discharge valves in the closed position. Although system was placed in automatic, in the event of a fire, the closed valves would not have supplied fire-fighting water as designed. 74SOLAS(04) II-2/ 14.1.1

Due to the objective evidence in the above deficiencies, the vessel is not in substantial compliance with relevant conventions. The COTP questions the adequacy and or implementation of the vessel’s SMS under the ISM Code. An external audit is recommended to be conducted within 30 days by the flag or RO to determine whether the ship is operating in accordance with the ISM Code. Provide decision to USCG prior to departure from port. 74SOLAS(14) XI-1/4.1 ISM Code 10.1
