11199 - All lifesaving appliances and arrangements shall comply with the applicable requirements of the Code(LSA). When davit arms are recovered by power, safety devices shall be fitted which will automatically cut off the power before the davit arm reach the stop. PSCO observed the starboard limit switch on the davit arm was heavily corroded. while it did activate the stop as required, it had to be manipulated by hand in order to allow the recovery of the lifeboat. 74SOLAS(14)III/34; LSA Code 6.1.2.7

Ship's SMS states that current charts will be provided and passage planning must use all available information prior to sailing. Resolution: Received, reviewed and accepted proper documentation from [name withheld] stating the deficiency was rectified. All charts required purchased and received on board.

2120-Garbage- Every ship of 100 gross tonnage and above, and every ship which is certified to carry 15 or more persons shall carry a garbage management plan which the crew shall follow. This plan shall provide written procedures for minimizing, collecting, storing, processing and disposing of garbage. PSCO observed garbage stored in the steering gear room, an area not authroized for garbage storage by the garbage management plan. No plan exists to discharge garbage in the current port and insufficient storage exists onboard for garbage accumulation over the next voyage of 61 days. MARPOL Annex V/9.2, 17a.
