Repair the the starboard bilge alarm to the satisfactions of the attending marine inspectors. 46 CFR 182.530(a)

A submersible electric bilge pump must be permanently mounted. The submersible electric bilge pump is not permanently mounted. Mount the electric bilge pump to the satisfactions of the attending marine inspectors. 46 CFR 182.520(e)(3)

46 CFR 182.530: A visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces. The indicating light for the port side high water level alarm was inoperable. Repair or replace the light, to the satisfaction of the attending Marine Inspector.

Except as provided in paragraph (c) of this section, each vessel must, in each condition of loading and operation, comply with the applicable requirements of— (1) Part 170 of this chapter, except subparts G and H; and (2) Part 171 of this chapter, subparts A and B. Vessel owner installed a collapsible awning over the exposed bow seating and side curtains around the perimeter of the vessel. 1) Submit to the Marine Safety Center the height, length, and width of these installed items for MSC to calculate for: A = projected lateral area in square feet (square meters) of the portion of the vessel and deck cargo above the waterline as described by 46 CFR 170.170(a) Weather criteria; 2)Provide the attending Marine Inspector proof of the required submission. 46 CFR 178.310(a)

All vessels must have navigation lights that are in compliance with the applicable sections of the International rules. Mast light was inoperable. Provide navigation lights that are in compliance with the Navigation Rules. 46 CFR 183.420

A submersible electric bilge pump may be used as a power bilge pump required by Table 182.520(a) only on a vessel of not more than 19.8 meters (65 feet) in length carrying not more than 49 passengers, other than a ferry, provided that the pump is listed by an independent laboratory as meeting the requirements in UL 1113. Bilge Pumps located in the aft section of the port and starboard hulls are not UL rated. Wire the pumps so that they can only be manually activated, or replace them with UL approved pumps. 46 CFR 182.520(e)(1)

Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant. Fuses for the bilge pumps are blade type fuses. Provide proper installation of cartridge type fuses for the bilge pump connections. 46 CFR 183.380

Each connection to a conductor or terminal part of a conductor must be made within an enclosure and have A splice made with a pressure type connector to a flexible lead or conductor. Wires under operating station were spliced incorrectly. Rewire spliced wires. 46 CFR 183.340(g)(3)

A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. Lights on added indication panel not in good working order. Remove added panel and use original indicators or fix indicating lights so that each pump in automatic mode is indicated. 46 CFR 182.530(c)

A vessel must carry one floating water light, unless it is limited to daytime operation, in which case no floating water light is required. Each floating water light must be approved in accordance with § 161.010 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.110. The floating water light on board the vessel was not operating properly. Replace water light. Vessel is restricted to daylight operations only. 46 CFR 180.70(d)

Electrical equipment must be installed to protect from electrical hazards. Grounding wire on starboard outboard engine is missing. Replace grounding wire. 46 CFR 183.200

A drip pan fitted with flame screen must be installed under gasoline strainers. No drip pans on either side. Install drip pans. 46 CFR 182.455(b)(6)

Fuel lines must be accessible, protected from mechanical injury, and effectively secured against excessive movement and vibration by the use of soft nonferrous metal straps which have no sharp edges and are insulated to protect against corrosion. Fuel lines held by multiple zip-ties and not secured. Secure fuel lines. 46 CFR 182.455(b)(3)

Each portable fire extinguisher on a vessel must be of an approved type. In accordance with manufacturer and UL rating, a bracket must be provided. Provide bracket for portable fire extinguisher. 46 CFR 181.500(a)

Each vessel must have permanent draft marks at each end of the vessel or have permanent loading marks placed on each side of the vessel forward and aft to indicate the maximum allowable trim and amidships to indicate the maximum allowable draft. Vessel must be marked IAW 46 CFR 185.602(c) 46 CFR 185.602(c)

All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personal injury. Port outboard engine gasoline fuel primer bulb wasted and actively leaking. Replace fuel lines. 46 CFR 182.100

EAP Training Program: Supervisory personnel must receive at least 60 minutes of training. Prove required training was conducted to the satisfaction of the attending MI. 46 CFR 16.401(b)

Each life jacket must be marked with Type I retro-reflective tape material. Several life jackets retro-reflective tape missing. Corrected in the presence of the attending MI. 46 CFR 185.604(h)

The discharge ends of fuel tank vent pipes must be fitted with removable flame screens or flame arresters. The flame screens must consist of a single screen of corrosion resistant wire of at least 30 x 30 mesh. Flame screens on port and starboard fuel tank vents were absent. Install flame screen mesh on fuel vents. 46 CFR 182.450(e)

A submersible electric bilge pump may be used as a power bilge pump provided that: the pump is permanently mounted. Properly mount the port bilge pump to the satisfaction of the Marine Inspector. 46 CFR 182.520(e)(3)

Vessel must be provided with satisfactory arrangement for draining any watertight compartment. Vessel’s port aft manual bilge pump was wasted and inoperable. Replace manual bilge pump. 46 CFR 182.500

Fuses in electrical systems must be of the cartridge type only. Fuses for the bilge pumps are blade type fuses. Provide proper installation of cartridge type fuses in the electrical system onboard the vessel. 46 CFR 183.380

Provide individual visual alarm for each unmanned spaces with high level bilge alarm. A visual and audible alarm must be provided at the operating station to indicate a high water level in each of unmanned spaces.

Fuses must be of the cartridge type only and be listed by the Underwriters Laboratories. Replace all glass fuses with UL listed fuses. Replace all blade type fuses with cartridge type UL listed fuses. Replace ANL fuse with UL listed fuse.

Conductors in power and lighting circuits must be No. 14 AWG or larger. Conductors in power and lighting circuits must be listed by UL as UL Boat or UL Marine cable or meet IEEE 45 standards. Wiring for onboard stereo speakers is No. 18 AWG and does not meet the specifications for UL Boat or UL Marine cable. Replace all wiring in power and lighting circuits smaller than No. 14 AWG.

All cable and wire must be installed in such a manner as to avoid chafing and other damage. If protected by metal coverings or other suitable means, horizontal pipes used for protections shall have .25 inch holes for drainage every 5 feet. Inspector found cable and wiring installed centerline of the vessel in areas that would cause chafing. Protect wiring to avoid chafing or other damage.

Employers must maintain records of chemical tests and must make these records available to the Coast Guard upon request. Provide pre-employment test records for all crew on the vessel. Provide a copy of contract or proof of enrollment in a the company drug consortium along with a list of employees covered.
