"Each hot water supply boiler must have at least one safety relief valve and a temperature relief valve or a pressure-temperature relief valve." MI observed safety relief valves on boilers with isolation valves on the piping between the boiler and the relief valve. Remove isolation valves from boilers. 46 CFR 53.05-2

Each portable fire extinguisher on a vessel must be of an approved type. The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by Table 181.500(b) and other provisions of this section. 01 portable fire extinguisher non-compliant.

(a) Each vessel must have adequate emergency lighting fitted along the line of escape to the main deck from all passenger and crew accommodation spaces located below the main deck. (b) The emergency lighting required by paragraph (a) of this section must automatically actuate upon failure of the main lighting system. If a vessel is not equipped with a single source of power for emergency lighting, it must have individual battery powered lights that: (1) Are automatically actuated upon loss of normal power; (2) Are not readily portable; (3) Are connected to an automatic battery charger; and (4) Have sufficient capacity for a minimum of 2 hours of continuous operation.Several emergency light were not functioning properly.

Flame out sensor/ alarm not fuctional on outboard boiler unit.

The inspection plug was damaged and sheared off when attempted to be removed. Make pressure vessel available for inspection.

Perform hydrostatic test of boilers (outboard and inboard) in the presence of a CG MI and make fireside available for visual inspection.

Provide and post "No Smoking" signs at the gangway in view of passengers as they are loading.

Properly stuff all wiring into the junction box in the utility room located in the vicinity of the 40 gallon water heater tank. Ensure all openings in the junction box are capped off and watertight.

Remove dead ended cable located in the starboard side passageway in the vicinity of the access ladder.

Conduct a hydrostatic pressure test of the air receiver and associated safety relief valve located in the starboard alleyway.

As per OCMI New York ltr dtd Aug 23, 2007, the vessel must conduct an Underwater Survey Inspection to determine the condition of the Kydex sheathing. This requirement must be satisfied prior to vessel movement from Redhook Pier #44 but no later than Sept 30, 2009.

Vessel must submit an underwater survey plan in accordance with Navigation and Inspection Circular 1-89 to the OCMI New York 30 days prior to the underwater survey. This requirement must be completed no later than 30 Sept 2009.

Vessel needs to find or develop an emergency action plan to address evacuation of passengers in the event of an emergency on board and procedures for responding to passenger injuries.

Repair the following emergency lights: main entrance, port side below deck passageway, and port side below deck forward of the bedroom.

Conduct a drill IAW the emergency procedures prior to carrying passengers.

Provide load analysis for AC and DC electrical systems.

Make changes to main deck fire control plan and submit (3 copies) for approval.

Properly label all circuit breakers.

Make changes to main deck electrical plan and submit (3 copies) for approval.

Install flex hose that meets J-1942 for fuel service on boilers.

Update fuel piping plan once flex hose installed and submit (3 copies) for approval.

Prove proper operation of boilers alarms/shutdowns.

Install and label manually operated fuel shut-off valves on port/stbd fuel tanks.

Provide valid DAPI contract.
