Each emergency generating set arranged to be automatically started shall be equipped with starting devices approved by the administration with a stored capability of at least three consecutive starts. PSCO observed emergency generator unable to start from its primary means after three consecutive starts. Starter of primary means were inoperable. Secondary starter; manual hydraulic means operable.
