Piping and machinery components that exceed 220 °C (428 °F), including fittings, flanges, valves, exhaust manifolds, and turbochargers, must be insulated. Measures must be in place to prevent flammable or combustible liquid piping leaks from coming into contact with these components. Lagging on both main engine exhaust piping was insufficient and missing. Install lagging to cover exposed sections of exhaust pipe.

Each life float and rigid buoyant apparatus must be fitted with a lifeline, pendants, a painter, and floating electric water light approved under approval series 161.010. During 12 JAN 2024 deficiency check, Marine Inspectors noted the life float arrangement to be missing the required painter line. Attach appropriately sized painter line from life float to towing vessel.

A flammable liquid storage cabinet that satisfies UL 1275 or FM Approval Standards 6050 (incorporated by reference) or another suitable steel container that provides an equivalent level of protection must be provided. Vessel is fitted with fiberglass flammable locker and was unable to provide manufacturer documentation stating compliance with applicable standards. Vessel shall remove all flammable and combustible items from paint locker until manufacturer construction standards can be provided or an approved replacement flammable cabinet can be fitted to the vessel. 46 CFR 142.225(c)(1)

The vessel is restricted from conducting operations until an inspection is conducted by a Coast Guard Marine Inspector.

As per the vessel's authorized route; Lakes, Bays, and Sounds and the referenced table above, the vessel is required to carry 06 Day and 06 Night distress signals. The distress signals on board expired August 2021.

Each towing vessel must carry at least one appropriately-sized lifejacket, approved under approval series 160.002, 160.005, 160.055, 160.155, or 160.176, for each person onboard. Each lifejacket must have a lifejacket light approved under approval series 161.012, or 161.112 securely attached to the front shoulder area of the lifejacket. Each lifejacket must have a whistle firmly secured by a cord to the lifejacket. Vessel has requested to carry 12 total persons. Vessel was not equipped with the total number of required lifejackets, and the lifejackets were not fitted with the required attachments.

There must be an installed or portable bilge pump for emergency dewatering. Vessel has one electrical submersible pump not sufficiently capable of dewatering the bilge in an emergency situation. The current installation can only dewater a small section of the bilge unless the bilge goes over top of the framing.

Pressure vessels over 5 cubic feet in volume and over 15 pounds per square inch maximum allowable working pressure (MAWP) must be equipped with with one or more spring-loaded relief valves. The total relieving capacity of such relief valves must prevent pressure from exceeding the MAWP, as established by the manufacturer, by more than 10 percent. Marine inspectors found one of the pressure relieving devices on the air receiver did not function.

If an inspection is not completed prior to this date, the action for this deficiency shall be changed to a 60 (Rectify deficiencies prior to movement) and the vessel may no long be permitted to operate.
