2120- Every ship shall carry a garbage management plan which the crew shall follow. The garbage plan is not being followed, mixed garbage was found throughout the ship, food mixed with other garbage, and paper was at found at the final collecion point prior to being discharged into the sea. Crew has disposed of waste overboard 14 times, which the PSCE believes included platics. Marpol V/10.2 -10C
