14199- Each vessel vapor collection flange face must have a permanent stud projecting outward that has a 12.4 mm diameter and is at least 25.4 mm long. It must be located at the top of the flange face, midway between boltholes and in line with the bolthole pattern. PSCO observed all studs were cut off flush with flange face. Provide documentation stating repairs were completed prior prior to carrying cargoes that require vapor collection. 46CFR39.2001(j) c

Resolution: Removed 04 Flanges from the VCS system and installed new studs as per regulation. Placed flanges back in the VCS system ans placed system back into service.

Resolution: Received, reviewed and accepted ABS report that stated the bilge pump relief valve was surveyed and found in place and operating normally. Witnessed the valve functioned and opened at the design relief of 4.8 bar.
