Means shall be provided to control leaks of flammable liquids to prevent the ignition of combustible materials or flammable liquids. PSCO noticed excessive fuel on main engine lagging and double jacketed hydraulic lines. Oil pans were found on the deck around the main engine to catch leaking fuel. The oil purifying room was found to have excessive fuel on the deck and lagging due to leaking pumps and valves.
