A catamaran vessel must be equipped with bilge pumps for each hull. Port aft bilge pump was not operating.

A vessel not required to have a power driven fire pump must have at least three 9.5 liter (2.5 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so at to be easily available during an emergency. The words “FIRE BUCKET” must be in contrasting color on each bucket. Two of three fire buckets were broken.

46 CFR 176.810 Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10. (iv) The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. Fire extinguishers were not serviced within their annual window.

Except as noted in paragraph (c) of this section, stations in the maritime service must be licensed by the FCC either individually or by fleet. The vessel did not have a valid station license. Limited to no more than 1000ft from shore.

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces: (1) A space with a through-hull fitting below the deepest load waterline, such as a lazarette; (2) A machinery space bilge, bilge well, shaft alley bilge, or other spaces subject to flooding from sea water piping within the space; and A space with a non-watertight closure, such as a space with a non-watertight hatch on the main deck.Both port and starboard high level alarms failed to alarm visually or audibly. Prove proper operation of high level alarms. While operating, rounds must be conducted every 30 minutes to ensure bilges are dry. 46 CFR 182.530

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. First Aid Kit contents were expired. Provide proof of valid first aid contents on board. 46 CFR 184.710

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules, except that a vessel of more than 19.8 meters (65 feet) in length must also have navigation lights that meet UL 1104, “Standards for Marine Navigation Lights,” or other standard specified by the Commandant. Anchor light bulb is not working. Prove proper operation of anchor light to marine inspector. Vessel restricted to daylight operations and clear visibility until deficiency is rectified. 46 CFR 183.420

Replace antenna for VHF-FM radio and show proper operation.

Certification or licensing by a state or local jurisdiction as a fire extinguisher servicing agency will be accepted by the Coast Guard as meeting the personnel certification requirements of NFPA 10 for annual maintenance and recharging of extinguishers. 2A extinguisher was not serviced.

Charts and nautical publications.(a) As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Navigation pubs are not up to date.

The Coast Guard will issue a medical certificate to a mariner meeting the medical and physical standards for merchant mariners. The medical certificate will be issued for various periods of time based upon the endorsements the mariner holds. Master of the vessel did not have a valid medical card.

Vessel owner failed to make the vessel available for inspection within 3 months of the anniversary date of 12/03/2020.

Each floating waterlight must be approved in accordance with §161.010 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.110. Floating light had wrong battery in it and did not float properly.

Service/Replace fire extinguisher under the operating station.

Show proof of current COD.

Show proof of annual servicing for portable fire extinguishers.

Show proper operation of high water alarm in starboard hull.

Show proof of current FCC safety certificate.
