The spring in a relief valve in service for pressures up to and including 250 pounds per square inch shall not be reset for any pressure more than 10 percent above or 10 percent below that for which the relief valve is marked. The installed relief valve was set to relieve pressure at 150psi and was actuated at 180psi during the air receiver test, above the 10% reset threshold. Rectify prior to using auxiliary machinery associated with air receiver.

During an internal structural examination, damage or deterioration to the structural members is discovered, the Officer in Charge, Marine Inspection, may require the vessel to be drydocked or otherwise taken out of service to further assess the extent of the damage and to effect permanent repairs. During the ISE, noticed standing water and extensive rust scaling throughout entire void spaces making it difficult to determine deterioration to hull plating and structural members. Remove water from interior void spaces and descale to assess the overall thickness of the steel prior to credit ISE.

Details of abandon-ship drills, fire drills, drills of other lifesaving appliances, and onboard training must be recorded in the vessel's official logbook. The safety drills for the subject vessel could not be supplied at the time of inspection. Provide evidence of regularly scheduled drills for deficiency rectification.

Unless otherwise specified in this section, the Vessel Security Officer must keep records of the activities as set out in paragraph (b) of this section for at least 2 years and make them available to the Coast Guard upon request. The security drills for the subject vessel could not be supplied at the time of inspection. Provide logs of regularly scheduled security drills and exercises for deficiency rectification.

Each battery tray must be chocked with wood strips or their equivalent to prevent movement, and each tray must have non-absorbent insulating supports on the bottom and similar spacer blocks at the sides, or equivalent provisions for air circulation space all around each tray. Battery tray was secured with bungee cord. 46 CFR 111.15-5

You must have installed an emergency retrieval system or some other measure acceptable to the Coast Guard. System was loosely tied and not secured for route. 33 CFR 155.230(d)(2)

Be identified with the legend "TANK OVERFILL ALARM" in black letters at least 50 millimeters (2 inches) high on a white background. Overfill alarm was not marked. 46 CFR 39.2007(D)(2)

Certificates of Inspection will be issued for a period of 5 years; COI has expired.

Within 10ft of a cargo pipe flange or valve may only have intrinsically safe, explosion proof, or purged and pressurized electrical equipment. It was found that the non-explosion proof cargo Alarm Panel is locted within 10ft of a cargo pipe flange
