C/E indicated it was due to faulty gasket. 10 c.

It was found that the ship's transfer piping system was tested using air as the medium. Provide documentation attesting that the transfer piping system was tested under static liquid pressure prior to bunkering in the U. S. - 33 CFR 156.170
