SOLAS (2004) II-1 Regulation 45.2 Main and emergency switchboards shall be so arranged to give easy access as may be needed to apparatus and equipment without danger to personnel. Where necessary, non-conducting mats or gratings shall be provided at the front and rear of the switchboard. Anti-conductive matting was missing in the emergency generator space.

Special consideration shall be given to the malfunctioning of the sources of water pressure. The emergency generator was leaking jacket water.
