Where remote control of the propulsion machinery from the navigation bridge is provided, and the machinery spaces are intended to be manned, the following shall apply: The speed, direction of thrust and if applicable, the pitch of the propeller shall be fully controllable from the navigation bridge under all sailing conditions, including maneuvering. The vessel's main engine electronic governor control system is malfunctioning, making remote control of the engine room from the navigation bridge and engine control room impossible/ non-functional.
