Before the ship leaves port and at all times during the voyage, all life saving appliances shall be in working order and ready for immediate use. PSCO's observed white/milky hydraulic fluid leaking from several areas on the hydraulic pump for the rescue boat. Hydraulic pump is inoperable and davit incapable of slewing left or right causing the rescue boat to be incapable of launching. SOLAS 74 am III/20 10c

The training manual, which may comprise several volumes, shall contain instructions and information in easily understood terms illustrated wherever possible on the lifesaving appliances provided in the ship on the best methods of survival inclduing launching and recovery of the rescue boat.
