Except as provided in 173.17, no person may use a vessel to which this part applies unless: it has a number issued on a certificate of number by the issuing authority in the State of principle operations. Vessel is prohibited from operating as a certificated vessel until the state registry is renewed. 33 CFR 173.15

EAP training program must be conducted for the employers crew members and supervisory personnel. The training program must include at least the following elements: the effects and consequences of drug and alcohol use on personal health, safety and work environment; the manifestations and behavioral cues that may indicate drug and alcohol use and abuse; and documentation of training given to crew members and employer's supervisory personnel. Supervisory personnel must receive at least 60 minutes of training. Conduct training and document training given to the satisfaction of the attending MI. 46 CFR 16.401 (b)

Placards containing instructions for the donning and use of life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to crew and passengers. Vessel has two types of life jackets but only one placard. Add additional placard to cover both types. 46 CFR 185.516 (a)

A vessel must comply with the applicable requirements for any radio including station license and installation certificates to be issued by the FCC as set forth in 47 CFR part 80. 47 CFR 80.933 requires all vessels operating past 1000' to have a VHF radio. Vessels VHF radio does not have MMSI number or lat and long as required. Correct the satisfaction of the attending MI. 46 CFR 184.502

A vessel on a rivers route must carry: Three hand red flare distress signals and three hand orange smoke distress signals. Vessel did not have flares. Provide 6 flares.

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. First aid kit contained expired aspirin. Replace expired aspirin.

46 CFR 176.600(c)(1) A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination. Prior to carrying passengers, vessel must complete a dry dock exam in the presence of a Coast Guard Marine Inspector.

EPIRB registration expired. 46CFR180.64 Limited vessel's route to no more than 3NM from shore.

Each officer employed on any vessel subject to this subchapter must have his or her license or merchant marine credential onboard and available for examination at all times when the vessel is operating. When ask by the Marine Inspector, the captain could not provide evidence of his MMC. Operator shall have MMC onboard and available for exam. 46 CFR 185.402 Action code:17c

When ask by the Marine Inspector, the captain could not provide evidence of his radio operator permit. Operator shall have radio operator permit on-board and available for exam. 46 CFR 184.502 Action Code: 17 c

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radio-beacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. When ask by the Marine Inspector, the captain could not provide evidence of his FCC Station License. The captain could not provide evidence of his Safety Radiotelephony Certificate. The captain could not provide evidence of his NOAA EPIRB registration. Operator shall have radio operator permit on-board and available for exam. 46 CFR 184.502 Action code: 17c

(a) Each EPIRB, other than an EPIRB in an inflatable life raft, must be tested monthly, using the integrated test circuit and output indicator, to determine that it is operative; (c) The EPIRB test required by paragraph (a) shall be logged or otherwise documented, as applicable. Marine inspector discovered that monthly EPIRB test were not being conducted and logged. Conduct monthly EPIRB test and log accordingly. 46 CFR 185.728 (a)(c) Action Code: 17c

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. Marine inspector discovered that many of the contents of the first aid kit were expired aspirin, ammonia, and eye drops. Renew expired aspirin, ammonia and eye drops. 46 CFR 184.710 Action Code: 17c

A durable placard must be posted next to all radiotelephone installations with the emergency broadcast instructions and information, specific to the individual vessel. Marine inspector discovered that call sign was not posted. Ensure call sign is posted near radio installation. 46 CFR 184.506 Action Code: 17c

Electrical equipment on a vessel must be installed and maintained to: Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. Dead end wires found under operating station. Remove or cap all dead end wires. 46 CFR 183.200 Action Code: 17c

At least one ring life buoy must be fitted with a lifeline. Each lifeline on a ring life buoy must: be buoyant, be of at least 18.3 meters (60 feet) in length, be non-kinking, have a diameter of at least 7.9 millimeters ( 5/16 inch), have a breaking strength of at least 5 kilo newton (1,124 pounds), and be of a dark color if synthetic, or of a type certified to be resistant to deterioration from ultraviolet light. Lifeline attached to life buoy was not of a dark color, and section connecting to floating light was not synthetic nor dark in color. Replace lifeline with a dark synthetic line and use same line to attach floating water light. 46 CFR 180.70(c)(6) Action: 17c

Flexible nonmetallic hose may be used in fuel oil subject to the following requirements; Flexible hose must be fabricated with an inner tube and a cover of synthetic rubber or other suitable material reinforced with wire braid and must meet SAE J-1942. Fuel hose lines were found to be wasted. Replace fuel hose lines that meet SAE J-1942 requirements. 46 CFR 182.720(e)(3)(iii) Action: 17c

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: U.S. Coast Pilot or similar publication, Coast Guard Light List, Tide tables, and Current tables. Vessel was not outfitted with all required navigational publications. Provide all required navigational publications. 46 CFR 184.420 (a) Action: 17c

Annual inspection. Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. You must contact the cognizant OCMI to schedule an inspection at a time and place which he or she approves. 46 CFR 176.500(b)(1) To maintain a valid Certificate of Inspection, you must complete your annual inspection within the periods specified. 46 CFR 176.502 Vessel is passed 3 month window based on COI anniversary date (29JAN) for an annual inspection.
