Each towing vessel must have a fire-detection system installed to detect engine room fires that is installed, tested, and maintained in accordance with the manufacturer's design manual. An unauthorized switch was installed on the fire detection panel backup battery supply. Vessel required to remove modification and restore fire detection panel to manufacturer's original design.
Action required: 60 - Rectify deficiencies prior to movement

Resolution: Summit Fire & Security serviced system and installed battery. System tested and operational under back up battery power.

An exposed hazard such as gears and rotating machinery, must be protected by a cover, guard or rail. This is not meant to restrict access to towing equipment such as winches, drums, towing gear or steering compartment equipment necessary for the operation of the vessel. Protective guards were missing on the auxiliary generator.

The entry must include the date and time of the assessment, the name of the individual making the assessment, and the starting and ending points of the voyage or trip that the assessment covers. The vessel shall be made available for a Coast Guard COI inspection within 90 days. If an inspection is not completed prior to this date, the action for this deficiency shall be changed to a 60 (Rectify deficiencies prior to movement) and the vessel may no long be permitted to operate.
