fastened to the BWMS and plainly marked by the manufacturer
with a Coast Guard approval number assigned to the BWMS in
the certificate of approval. Vessel's BWMS nameplate did not
display the Coast Guard approval number. Vessel was unable
to provide a BWMS approval letter.
