The vessel's port fwd chamber was not holding pressure due to failure of a baffle. The vessel needs to conduct the overpressure "stress" test IAW Sector Honolulu Work Instruction 07 in the presence of an attending Coast Guard Marine Inspector and prior to operating with passengers.
