The condition of the ship and it's equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. PSCO observed small crack in hull of rescue boat, port side, where hull meets the cradle.

A chemical tanker shall comply with the requirements of the international Bulk Chemical Code. Ships carrying toxic or flammable products or both shall be equiped with at least two instruments designed and calibrated for testing for the specific vapors in question. PSCO observed a toxic gas detector with a faulty seal rendering it inoperable.
