Means shall be provided to control leaks of flammable liquids. PSCO observed an excessive amount of oil accumulation in oil purifier room, under the main diesel engine, and under the oil transfer valve. The PSCO also observed oil soaked lagging in multiple places in the engine room. All oil leaks need to be fixed, excess oil cleaned, and oil soaked lagging replaced.

The condition of the ship and its equipment shall be maintained
to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. PSCO observed water leaking from water jacket pipping on the main diesel engine. There was also excessive water leaking from main cooling seawater pumps #1 and #2 and from service coolant seawater pump. All leaks need to be repaired to minimize the accumulation of bilge water.
