Vessel reported autopilot is inoperative. Vessel shall comply with the requirements set forth by the Liberia Flag State dispensation. Such certificates, if valid, shall be accepted unless there are clear grounds that the condition of the ship or of its equipment does not correspond substantially with the particulars of any of the certificates or that the ship and its equipment are not in compliance with the provisions of regulations 11(a) and 11(b). Vessel experienced a fire on the navigational bridge leading to damage of the navigation equipment, radio equipment and structural fire protection of the bridge, rendering the vessel unfit to proceed to sea without danger to the ship or persons on board. The navigational equipment, radio equipment and bridge structural fire protection are no longer in compliance with issued certificates.
