A vessel must comply with the applicable requirements for any radio and EPIRB installation. EPIRB battery expired April 2023. Vessel restricted to 3 miles.

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected. Exhaust leak in engine room as indicated by CO and H2S levels on gas meter.

The master of the vessel shall ensure that each EPIRB is tested monthly. Monthly tests have not been conducted.

The accuracy of draft or loading marks, if required by 185.602 of this chapter, must be verified if not verified at a previous dry dock examination(46 CFR 176.610). Paragraphs (c) through (g) of this section apply to each vessel that does not demonstrate compliance in accordance with § 178.310(c) of this chapter (185.602(b)). Each vessel must have permanent draft marks at each of the vessel or have permanent loading marks placed on each side of the vessel forward and aft to indicate maximum allowable trim and amidships to indicate maximum allowable draft(46 CFR 185.602(c)). After loading and prior to departure and at all other times necessary to assure the safety of the vessel, the master shall determine that the vessel complies with all applicable stability requirements in the vessel's trim and stability book, stability letter, Certificate of Inspection, and Load Line Certificate, as the case may be. The vessel may not depart until it is in compliance with these requirements (185.315). Vessel is assigned a minimum freeboard on stability letter and not fitted with draft or loading marks. Submit location of proposed marks to USCG Marine Safety Center for review. Complete prior 2024 operating season.

A separate circuit with over current protection must be provided for each radio telephone installation. Vessel has 02 VHF radios on same breaker.

Vessel must carry adequate and up-to-date charts. Prove Chart updates for plotter.

Each battery in a piece of lifesaving equipment must be replaced if expired. Life buoy and life float water light batteries expired.

All unsafe practices and other hazardous situations must be corrected. Electrical shore tie end requires repair.

Each flare carried must be stowed in portable water tight container of a bright color marked "distressed signals".

A vessel must be provided with bilge pumps in accordance with Table 182.520(a). On NICK'S CHANCE, the STBD MDE driven bilge pump is inoperable. Prove proper operation to satisfaction of attending MI.

Exhaust gas must not leak from the piping or any connections. On NICK'S CHANCE, the PORT MDE exhaust hose was found to be badly damaged, allowing exhaust gas to leak into E/R. Repair and test to satisfaction of MI.

The owner/operator must conduct all tests as required by the OCMI, make the vessel available for all specific inspections & drills required by subpart H of this part. After repairing exhaust and bilge pump deficiencies to satisfaction of MI, conduct underway sea trials and drills as required by attending MI.

For each alternating-current generator, a means for measuring frequency shall also be provided. NICK'S CHANCE is currently not fitted with means to measure frequency. Install required meter.

A vessel must comply with the applicable requirements for any radio installations, including requirements for installation certificates to be issued by FCC, as set forth in 47 CFR part 80. NICK'S CHANCE does not have a valid Bridge to Bridge Certificate. Provide valid cert.

A submersible electric bilge pump may be used as a power bilge pump provided that a positive shutoff valve is installed at the hull penetration. On NICK'S CHANCE, several submersible electric bilge pump discharge lines are installed with no positive shutoff valve at the hull penetration. CORRECT PRIOR TO NEXT ANNUAL INSPECTION.
