A power-driven vessel of less than 12 meters in length may, in lieu of the lights prescribed in paragraph (a) of this Rule, exhibit an all-round white light and sidelights. Vessel does not have masthead light or all-around white light. 33 CFR 83.23(d)

A vessel of less than 12 meters in length shall not be obliged to carry the sound signaling appliances prescribed in paragraph (a) of this Rule but if she does not, she shall be provided with some other means of making an efficient sound signal. A drydock examination ... During the examination all accessible parts of the vessel's underwater body and all through hull fittings, including the hull plating and planking, appendages, propellers, shafts, bearings, rudders, sea chests, sea valves, and sea strainers shall be made available for examination. MI observed port aft quarter of the deck starting to show signs of wood decay along with port fwd and starboard quarter showing visible splintering of wood fibers, allowing ingress of water into the grain of the wood. Clean and clear to good wood and conduct satisfactory repair to the Marine Inspector.

Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so the child size life jackets are not mistaken for adult life jackets. CHILD label missing on stowage of child life jackets. 46 CFR 180.78(a)(5)

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard placed so as to be easily available during an emergency. Fire buckets missing lanyard. 46 CFR 181.610

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels. Missing prove of enrollment in drug and alcohol program for employment. 46 CFR 16.230(a)

The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel to determine the presence of alcohol in the system of each individual who was directly involved in the SMI. Missing alcohol swabs on board vessel. 46 CFR 4.06-15(a)(1)

The employer shall provide an Employee Assistance Program (EAP) for all crewmembers. The employer may establish the EAP as a part of its internal personnel services or the employer may contract with an entity that will provide EAP services to a crewmember. Vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents. Expired medicine must be replaced.

Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places. Vessel did not have a life jacket placard.

In systems where flexible hoses are permitted, double hose clamping is required where praticable. Fuel fill line was not double clamped.

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets. Lettering needs to be restenciled.
