MEANS SHALL BE PROVIDED TO CONTROL THE LEAKS OF FLAMMABLE LIQUIDS. PSCO OBSERVED OIL COATING THE STARBOARD SIZE OF THE MAIN ENGINE ON THE BOTTOM DECK, OIL LEAKS ON CRANK CASES ON THE PORT SIDE OF THE MAIN ENGINE, AND OILY RAGS AND POOLED OIL ALONG WITH OIL LEAKS AROUND ALL MAIN ENGINE CYLINDERS AND FUEL PUMPS. ADDITIONALLY, THE SUPPLY VALVE FOR THE NO.1 PURIFIER PUMP WAS LEAKING, 3 GENERATORS HAD FUEL LEAKS, AND THERE WAS POOLD OIL UNDER THE MAIN ENGINE AND ALL GENERATORS. 74SOLAS(20) II-2/4.1.1

The main steering gear and rudder stock shall be capable of putting the rudder over from 35 on one side to 35 on the other side with the ship at its deepest seagoing draught and running ahead at maximum ahead service speed and, under the same conditions. PSCO observed vessel not capable of putting rudder over ot 35 degrees on starboard side. Vessel only able to achieve starboard 32 degrees.

Oil filtering equipment referred toin paragraph 1 of this regulation shall be of a design approved by the Administration and shall be such as will ensure that any oily mixture discharged into the sea after passing through the system has an oil content not exceeding 15ppm. Ship reported inoperable oil level control due to defectcive electrodes for its Oily-water Seperator. This poses as a risk to the environment when discharging oily-water overboard. A condition of Class exists for this discrepancy. MARPOL Annex I/CH.3/Reg.14.6.

The normal equipment of every lifeboat shall consist of a food ration totalling not less than 10,000KJ for each person the lifeboat is permitted to accommodate; these rations shall be kept in airtight packaging and be stowed in a watertight container. It was observed that 12 out of 32 in Port Side lifeboat and 11 out of 32 in stbd side food rations did not have airtight packaging thus not in satisfactory condition of emergency consumption.

Under all sailing conditions the speed of the propeller shall be fully controllable from the bridge. Vsl reported on its NOA the bell to E/R and local control and the remote control of the E/R for the bridge EOT to be inop. The crew repared the bell but could not restore remote control.
