Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. The starboard engine oil was found to have salt water inside deeming the engine unservicable. Submit repair/replacement plan proposal to OCMI for approval. Once approved, MI must conduct a sea trial to ensure sufficiency prior to carrying passengers.

Except as otherwise allowed by this subpart, a vessel must comply with the structural design requirements of one of the standards listed for the hull material condition. The keel and hull has several areas of concern of pitting and corrosion of the aluminum keel and bottom hull plating. Owner to devise plan to prove corrosion is within acceptable limits as per structural design standards in 46 CFR 177.300 or to provide repair proposal. Submit plan to OCMI no later than 07 March 2023. Marine inspector must be present for gauging of material of concern.

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. (b) The owner or managing operator shall submit drawings, sketches, or written specifications describing the details of any proposed alterations to the cognizant [name withheld] alterations must be approved by the OCMI before work is started. The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. The vessel was unable to complete the RHI exterior "leak" test IAW Sector Honolulu Work Instruction 07.

Except as allowed by paragraph (d) of this section, each life jacket must be approved in accordance with either 160.002, 160.005, or 160.055 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.155 or 160.176. 01 child size life jackets was found to be in an un-servicable condition.

The Certificate of Inspection and any SOLAS Certificates must be posted under glass or other suitable transparent material, such that all pages are visible, in a conspicuous place on the vessel where observation by passengers is likely. If posting is impracticable, such as in an open boat, the certificates must be kept on board in a weathertight container readily available for use by the crew and display to passengers and others on request. Page 01 of the COI was not onboard the vessel.

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. The vessel VHF radio does not have the MMSI programed in.

Electrical equipment and installations must be suitable for the roll, pitch, and vibration of the vessel underway. The starboard electric motor in the aft bilge space associated with the MSD is not mounted.

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. The aspirin and other medication that could expire has expired.

At each inspection, the managing operator shall be prepared to conduct tests and have the vessel ready for inspection of its fire protection equipment. The safety pin for the vessels only 40-B:C portable fire extinguisher was found siezed in place rendering the pin unable to be removed and extinguisher unable to be activated. Replace portable fire extinguisher with operable extinguisher in accordance with 46 CFR 182.520.

Each floating waterlight on a vessel carrying only one ring buoy must be attached to a lanyard with a corrosion resistant clip and secured around the body of the ring buoy. The clip must have a stregnth of at least 50 pounds. Clip was found broken due to severe corrosion and inoperable. Replace corroded clip and secure around body of the ring buoy.

Vessel must comply with applicable requirements for radio station licenses & installation certs issued by the Federal Communication Commission. FCC Safety Radio Telephony Cert & Radio Station Authorization were both expired. Provide proof of current FCC Safety Radio Telephony Cert and Radio Station Authorization.
