The master, owner, operator, agent, or person in charge of a vessel must submit a ballast water report to the National Ballast Information Clearinghouse. The report must be submitted no later than 6 hours after arrival at the port or place of destination, or prior to departure from that port or place of destination, whichever is earlier. This ship arrived in the Port of Duluth at approximately 0800 local time on 08 APRIL 2026. As of 09 APRIL 2026 1300 local time, the ballast water report had not been submitted. 33CFR151.2060(b)(3) 10C
