Equipment installed but not required. (a) Fire extinguishing equipment installed on a vessel in excess of the requirements of §§ 181.400 and 181.500 must be designed, constructed, installed, and maintained in accordance with a recognized industry standard acceptable to the Commandant (CG-ENG-4). (b) Use of non-approved fire detection systems may be acceptable as excess equipment provided that— (1) Components are listed by an independent, nationally recognized testing laboratory as set forth in 29 CFR 1910.7, and are designed, installed, tested, and maintained in accordance with an appropriate industry standard and the manufacturer's specific guidance; The following fire detection alarm sensors were not operationally tested by the NFPA 10 certified fire extinguisher servicing agency: Forepeak Compartment, Bow Thruster Compartment, MSD Tank Compartment, Steering Compartment. Prove proper operational test of fire detection alarm sensors to the CG Marine Inspector. 46CFR181.120

At each initial and subsequent inspection for certification, the owner or managing operator must be prepared to conduct tests and have the vessel ready for inspection of its fire protection equipment, including the following: Inspection of piping, controls, and valves, and the inspection and testing of alarms and ventilation shutdowns, for each fixed gas fire extinguishing system and detection system to determine that the system is in operating condition. Inspection and testing of all smoke and fire detection systems, including sensors and alarms. During annual maintenance for the manual activated fixed fire extinguishing system for the engine compartment by an NFPA 10 certified fire extinguisher servicing agency, the audible device indicating discharge of CO2 into the space was found inoperable. Additionally, the fire detection system was unable to be tested due to insufficient expendable parts and/or equipment required to complete satisfactory testing. Make permanent repairs to the audible indicator IAW manufacture specifications, satisfactory test the fire detection system, and provide updated 3rd party servicing report documenting systems were tested and and functioning IAW manufacturer design specifications. 46CFR176.810

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Vessel does not have posted or available emergency instructions. Post or make available emergency instructions IAW 46CFR185.512. 46CFR185.510

Each ship transporting more than six passengers for hire equipped with a radiotelephone station in accordance with Part III of Title III of the Communications Act must carry a radio operator who meets the following requirements:(1) Where the station power does not exceed 250 watts carrier power or 1500 watts peak envelope power, the radio operator must hold a marine radio operator permit or higher class license. Vessel does not have a radio operator. Provide evidence of Marine Radio Operator Permit to the USCG. 47CFR80.159(e)

A certification that the ship has passed an inspection must be entered into the ship's log by the inspecting technician. The technician conducting the inspection and providing the certification must not be the vessel's owner, operator, master, or employee or their affiliates. Additionally, the vessel owner, operator, or ship's master must certify in the station log that the inspection was satisfactory. Vessel's FCC Radiotelephony Inspection Certificate is expired. Provide valid certificate to the USCG. 47CFR80.59(a)(2)

A vessel must carry one floating waterlight. The floating waterlight battery is expired. Replace floating waterlight battery. 46CFR180.70(d)

An OCMI acceptable rescue boat is required or the vessel must be sufficiently maneuverable, arranged, and equipped to allow the crew to retrieve a helpless person from the water (approximate freeboard of less than 2 feet), with the recovery capable of being observed from the operating station. Vessel does not have a rescue boat, or approved rescue platform. IAW MPS-WI-SECSP(spi)-14, submit a rescue platform fabrication plan as an alternative to a rescue boat. Update the vessel emergency instructions to include procedures for use of the rescue platform. 46CFR180.210

A portable hand bilge pump must be:(1) Capable of pumping water, but not necessarily simultaneously, from all watertight compartments; and(2) Provided with suitable suction hose capable of reaching the bilge of each watertight compartment and discharging overboard. Portable hand bilge pump suction/discharge hose is not of sufficient length to dewater the spaces. 46CFR182.520

A voltmeter and an ammeter, which can be used for measuring voltage and current of a generator that is in operation, must be provided for a generator rated at 50 volts or more. For each alternating current generator, a means for measuring frequency must also be provided. Volt & Amp meter is non-operational. Frequency meter (Hz) is not installed. Repair/replace Volt & Amp meter in kind, install Hz meter. 46CFR183.320

Fire Hose is excessively worn and must be replaced. Replacement fire hose must a lined commercial fire hose that conforms to UL 19 or equivalent, 50' length, 1.5" diameter w/ brass fittings that comply with NFPA 1963.

A spanner wrench must be provided for the fire hose.

The fire detection sensor is non-operable in the shaft compartment. Replace in kind.

Vessel does not have required alcohol test swabs.

Side Navigation Lights are non operational. Vessel is restricted to day time operations until corrected.

Aft top deck is not marked with max passengers allowed.

Engine room door must must be marked in clearly legible letters at least 50 millimeters (2 inches) high: “EMERGENCY EXIT, KEEP CLEAR”.

Vessel is missing 11 Adult Life Jackets. Vessel is restricted to a maximum of 105 pax until corrected.

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets. Incorrect quantity is marked on containers.

Ring Life Buoy Lettering is faded and must be replaced.

Ring Life Buoy Floating Waterlight landyard must be 3-6' in length, securing the waterlight around the body of the ring life buoy with a corrosion resistant clip.

Exposed wiring was identified in the engine room, on the port side bulkhead of the ladder vestibule.

An exposed watertight bulkhead penetration was identified in the shaft compartment and steering space.

Propulsion engine shaft guards are not secured in place.

The port engine exhaust pipe insulation is worn, exposing hot piping and must be replaced.

MSD overboard discharge valve is not properly secured. Secure valve to prevent accidental discharge of sewage.

MSD operation instructions are not posted.

Starboard fuel vent screen is ripped.

Vessel was identified as having potential damage from Hurricane IAN. Prior to conducting repairs, contact the local USCG Marine Inspections office and submit a repair proposal for approval. Vessel is not permitted to return to commercial service until cleared by a USCG Marine Inspector.

Bottom generator suffered a casualty after a loss of coolant. Engine room filled with smoke - no other damage noted. Top generator is fully functional. Prove proper operation of bottom generator on load to the satisfaction of a Marine Inspector.

Chart, Light List and Coastal Pilot needs to be updated

Display emergency broadcast placard IWO VHF radio.

Electrical matting was not present in front of 110 volt AC switchboard. Corrected on the spot.

Divide child and adult lifejackets under the bar and properly mark stowage location.

FCC Station License and FCC safety, cert, and bridge to bridge are expired, stay 1000' from shore on portected waters only. (47CFR30.15 and 47CFR155.303).

Replace all expired items in first aid kit (46CFR184.710)

Provide proof of drug testing enrollment. (46CFR16.230)
