Both life floats located on the port and starboard cabin overhead were observed to have excessive deterioration of the external protective covering. Each EPIRB must be tested monthly using the integrated test circuit and output indicator, to determine that it's operative; the EPIRB test shall be logged or otherwise documented. Vessel logs did not indicate a monthly testing of the EPIRB. Ensure monthly tests are being documented in the vessel log. 46 CFR 185.728(c)

The owner or master shall instruct each crew member at least once every three months as to the duties the crew member is expected to perform in an emergency including, but not limited to, the emergency instructions listed on the emergency instruction placard. Crew training shall be logged or otherwise documented. The training entry shall include the date of the training and the general description of the training topics. Vessel records only indicated that drills were being performed but did not indicate any training, including training for rough weather at sea or flooding, as outlined on the vessels emergency instruction.46 CFR 185.420(a) & (c)
