Cargo tanks in which Grade A, B, or C liquids are to be transported shall be fitted with individual pressure-vacuum relief valves or a venting system connected to a vent header fitted with a pressure-vacuum relief valve. The vessel representative reported two pin-hole leaks in the main vapor line. Vessel is authorized to conduct temporary repairs and transit to VLS Port Arthur to offload cargo and conduct permanent repairs to the satisfaction of the attending Coast Guard Marine Inspector. The main vapor line shall be made available for pressure testing. Repairs shall be completed within 14 days and prior to conducting any cargo operations other than what is described above.
