The machinery and associated piping and fittings shall be of a design and construction adequate for the service for which they are intended and shall be so installed and protected as to reduce to a minimum any danger to persons on board, due regard being paid to...other hazards. 74 SOLAS (04) II-1/26.1 The vessel experienced an equipment failure, due to crack in #1 cylinder causing jacket water leakage, while transiting the navigable waters of the United States which adversely affected its maneuverability in the Houston Ship Channel. Submit for review a classification society report to [email withheld] attesting to the cause of the equipment, that authorized temporary or permanent repairs have been completed, and that the vessel's full and normal maneuverability has been restored.
