Any required fixed fire detection system shall be capable of immediate operation at all times. Escape routes shall be maintained in a safe condition and clear of obstacles. PSCO observed blocked escape route in CO2 room and unable to open the hatch from inside. 74 SOLAS (25) II-2/13.1.2
