Each towing vessel must be maintained and operated so as to minimize fire hazards and to ensure the following: All bilges and void spaces are kept free from accumulation of combustible and flammable materials and liquids insofar as practicable. USCG team discovered 4 inches of oil under the port engine and 6 under the stbd main engine that has existed for a prolonged period of time, creating a fire hazard to the crew, vessel, and environment; furthermore, the Safety Manual within the company's TSMS specifically referenced all bilges to be free of oil. Remove and clean all oily bilges prior to resuming operations. 46 CFR 142.220

USCG team discovered the vessel has a port list, port freeboard measured 7 inches, stbd measured 14 inches, cause unknown. To ensure the safety of the crew, submit evidence of satisfactory stability and watertight integrity, to be performed by a Naval Architect or Professional Engineer, prior to resuming operations. 46 CFR 140.605(b)
