Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. There's not a means to close the fuel shutoff valve at the tank from outside the machinery space. Provide some type of remote means to close the valve at the tank. 46 CFR 182.455(b)(4)

A visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces: A space with a through-hull fitting below the deepest load waterline; A machinery space bilge, bilge well, shaft alley bilge, or other spaces subject to flooding from sea water piping within the space; and a space with a non-watertight closure, such as a space with a non-watertight hatch on the main deck. 1 alarm provided for two spaces that require an alarm. A vessel of not more than 19.8 meters (65 feet) in length is not required to carry a rescue boat unless: The vessel carries passengers on an open or partially enclosed deck; and the cognizant OCMI determines that the vessel is designed, arranged, or involved in operations so that the vessel itself cannot serve as an adequate rescue craft. Sector St. Petersburg OCMI zone allows equivalent arrangements (rescue platforms) per MMS document MPS-WI-SECSP(s)-08. The rescue platform for the SUNCOAST HORIZON does not meet the specifications of the Sector St. Petersburg OCMI zone policy. Furthermore, the crew members were unable to recover a man overboard using the platform during the man overboard recovery drill. 46 CFR 180.210

Resolution: The owner/operator contracted a third party to weld an aluminum rescue platform that meets the standard for the local Sector St. [name withheld] policy. The crew completed a man overboard recovery drill while underway using the platform.

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (2 1/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. One of the three fire buckets onboard was found damaged and unusable. 46 CFR 181.610

Overcurrent protection must be provided for each ungrounded conductor for the purpose of opening the electric circuit if the current reaches a value that causes an excessive or dangerous temperature in the conductor or conductor insulation. Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant. Overcurrent protection is missing on the 10 AWG conductor from the battery switch to the DC panel. 46 CFR 183.380 (L)
