NO ELECTRICAL EQUIPMENT SHALL BE INSTALLED IN ANY SPACE WHERE FLAMABLE MIXTURES ARE LIABLE TO COLLECT INCLUDING THOSE ON BOARD TANKERS OR IN COMPARTMENTS ASSIGNED PRINCIPALLY TO ACCUMULATOR BATTERIES, IN PAINT LOCKERS, ACETYLENE STORES OR SIMILAR SPACES. UNLESS THE ADMINISTATION IS SATISFIED IS OF A TYPE THAT WILL NOT IGNITE THE MIXTURE CONCERNED. WHILE EXAMINING PUMPS IN CARGO PUMP ROOM, PSCO NOTED TAT APPROXIMATELY 50% OF TEMPERATURE SENSORS HAD EXPOSED WIRING AT THE CONNECTION TERMINALS. CARGO NOT AUTHORIZED UNTIL DEFIECY IS CLEARED. 74 SOLAS (04) II-1/45.10

A tank vessel with a capacity of 250 or more barrels that is carrying oil must have on board an emergency means to stop the flow of oil. Ship was not able to start cargo pumps due to an unknown issue. Functionality of emergency shutdown devices were not able to be verified. Ship is restricted from discharging cargo in U.S. waters until deficiency is rectified. 33CFR155.780 ; 50c

Every inflatable liferaft shall be serviced not exceeding 12 month intervals. Vessel is outfitted with 05 inflatable liferafts that were due for annual servicing prior to October 2017.
