During the MOB drill it was discovered that the COI's current level of manning (1 Master, 1 Deckhand) is not sufficient to recover a helpless person from the water. A second deckhand was needed during the drill to safely recover the MOB. Operator stated that they always run with an extra deckhand for safety. Vessel's COI will be amended. In the mean time the vessel must be manned with no less than 1 Master and 2 Deckhands at all times when underway with passengers on board.
