Recovery time of the rescue boat shall be not more than 5 minutes in moderate sea conditions. During the exam the recovery time of the rescue boat exceeded the minimum time requirement. Electrician stated fuse vibrated loose in system. Master will issue ISM report to troubleshoot possible problems with winch system and submit ISM corrective action report with root cause anaylsis to Sector San Diego. This failure has occured two years in a row during USCG exams.
