Vessel had 3 red hand flares and only 1 hand orange smoke, needs 2 additional hand orange smoke or additional 3 red hand flares to meet requirement.

Deck rails must be designed and constructed to withstand a point load of 91 kilograms (200 pounds) applied at any point in any direction, and a uniform load of 74 kilograms per meter (50 pounds per foot) applied to the top rail in any direction. Multiple stanchions were loose and/or stripped.

Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so the child size life jackets are not mistaken for adult life jackets. The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets and immersion suits. Each life jacket must be marked with Type I retroreflective. Must be marked in clearly legible block capital letters with the vessel's name Adult and child life jackets were stored together. Life jacket storage were not properly labeled. Life jackets need retroreflective and all need to be properly labeled.

If the ship passes the inspection, the technician will issue a Communications Act Safety Radiotelephony Certificate. The Bridge-to-Bridge Act and the regulations of this part apply to the following vessels in the navigable waters of the United States: (a) Every power-driven vessel of 20 meters (65 FT) or over in length while navigating.
