The condition of the ship and its equipment stall be maintained to conform with the provisions of the present regulation to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. Received report from ships management of leaking between cargo tanks 10 S and 11S. Crew had observered product loaded into 10 s had leaked into 11s during pretransfer cargo tank inspections in Brazil. Cargo history specifies cargo that had been stowed in 11S were compatible with one coning from 10S. Repairs to be conducted after ship fully discharges its cargo and cargo tanks certified gas free. Cargo tanks 10 S and 11S shall be maintained empty until repairs are successfully completed, after visiting Houston, TX.
