A ship shall be subjected to the surveys and inspections specified... a periodical survey at intervals specified by the Administration, but not exceeding five years, which shall be such as to ensure that the structure, equipment, arrangements, materials and scantlings fully comply with the requirements of the present Convention. The vessel's last dry dock was 6 years & 5 months ago. ICLL Article 14.1b

An International Load Line Certificate (1996) shall be issued for a period specified by the Administration, which shall not exceed 5 years from the date of issue. The vessel's ILLC was issued in 2018. ICLL Article 19.1

Ships holding a certificate issued under article 16 or article 17 are subject, when in the ports of other Contracting Governments, to control by officers duly authorized by such Governments. Contracting Governments shall ensure that such control is exercised as far as is reasonable and practicable with a view to verifying that there is on board a valid certificate under the present Convention. If there is a valid International Load Line Certificate (1966) on board the ship, such control shall be limited to the purpose of determining... the ship has not been so materially altered in respect of the matters set out in sub-paragraphs (a) and (b) of paragraph (3) of article 19 that the ship is manifestly unfit to proceed to sea without danger to human life. VSLs reported unapproved structural modifications to the hull to include cement box patches and wood wedges. ICLL Article 21.1b

A classification society (including an employee or agent of that society) must not review, examine, survey, or certify the construction, repair, or alteration of a vessel in the United States unless it is approved under the provisions of this subpart. In order to clear deficiencies, survey must be conducted by recognized Classification Society. 46 CFR 2.45-10(a)

Fire Detection system was not serviced. Provide proof of servicing from an approved servicing facility.

Multiple dead ended wires not properly terminated in the vessels engine room.

Escape hatches were frozen shut rendering them inoperable for watertight integrity and emergency escape for personell un-serviceable.

Vessel Service generators must be operational IAW subchapter j. Vessel generators out of service.

All vessels must carry adequate and up to date charts and nautical publications. Vessel must have Charts of areas to be operated in, coast pilot, light list, tide tables, and tidal current tables.

Subject vessel is greater than 300 tonnes the way it is currently measured (ITC only) and is subject to inspection under sub-chapter "I". Vessel Owner must make the vessel available for inspection or provide documentation the vessel's Gross Regulatory Tonnage (GRT) falls below 300 GRT.
