The inert gas system shall be capable of inerting, purging, and gas-freeing empty tanks and maintaining the atmosphere in cargo tanks with the required oxygen contact; delivering IG with an oxygen content of no more than 5% by volume to the cargo tanks. PSCO observed IG System to be inoperable. Thus unable to provide required IG for flammable cargos.
