discovered a hose hooked up from pnumatic pump into a fitting piped directly overboard. the pnumatic pump sucked dircetly from the bilge. vessel is under 400ITC and is not required an oil record book. Discussed with IOs, did not have sufficent evidence to refer to enforcement. Required vessel rep to plug and weld the direct overboard fitting.
