Means must be provided for closing, in case of fire, each ventilator serving machinery spaces. The vent adjacent to the engine room door was found without a damper. Install damper to properly seal the ventilation. 46 CFR 144.605

Each cargo ship equipped with a radiotelephone station in accordance with Part II of Title III of the Communications Act must carry a radio operator who meets the following requirements: Where the station power does not exceed 1500 watts peak envelope power, the operator must hold a marine radio operator permit or higher class license. Master of the vessel was unable to produce a MROP. Obtain a MROP and provide proof of license to the attending MI. 47 CFR 80.159(c)

Towing vessels must meet the communication requirements of 33 CFR Part 26 and 33 CFR 164.72. FCC required certificate Vessel Bridge-To-Bridge Radiotelephone Regulation, and station licensee.

Each towing vessel must be operated in compliance with the Maritime Transportation Security Act of 2002 and 33 CFR parts 101 and 104, as applicable. The vessel does not posses a valid vessel security plan. The vessel is not permitted to tow a barge subject to 33 CFR 104. 46 CFR 140.660 33 CFR 104.105(a)(11)

A towing vessel that is: certificated for coastwise whose contract was executed prior to August 27, 2003, must be equipped with either an approved 160-B semi portable fire-extinguishing system to protect the engine room or a fixed fire-extinguishing system installed to protect the engine room. The currently installed 160-B (B-V) is installed inside the engine room where crew would be unlikely to safely access the extinguisher in case of a fire. Within 30 days, submit proposed plans for a new arrangement that limits potential crew exposure to engine room fire when operating the semi-portable extinguisher. 46 CFR 142.315(a)(2)

Each towing vessel must have a fire-detection system installed to detect engine room fires. The owner/operator must ensure that the system is installed, tested, and maintained in accordance with the manufacturer's design manual. No test/maintenance records or procedures were available at the time of inspection. Within 30 days, provide test/maintenance plan to the satisfaction of the attending MI. 46 CFR 142.330(a)(2)

A navigational assessment entry must be recorded in the TVR. No record of the navigational assessment was provided during the inspection. Establish procedure for conducting and documenting navigational assessment and prove documentation in the TVR to the satisfaction of the attending MI. 46 CFR 140.635

Vessel is restricted from a Coastwise service until an approved line throwing appliance is on-board in accordance with the USCG approval series 160.040 & 46 CFR 141.385.
