Bulk carriers shall be fitted with water level detectors in any dry or void space other than a chain locker, any part of which extends forward of the foremost cargo hold, giving an audible and visible alarm at water levels of 0.1 m above the deck. PSCO observed the water igress panel alarming for the forward hydraluic space even through no water was observed in the space. SOLAS 74 (am) 2014 cons. XII/12.1.3 (16a)

The OWS is capable of operation while the OCM is not reading a sample from the discharge end of OWS. 1710 - The ORB was missing entries of OWS as recorded from engine control room alarm print out: 26NOV13, 14DEC13, and 17DEC13. Also, soundings taken from the waste oil tank on date of exam, .564 m3, as opposed to entry in ORB from 1MAR14 of .744m3. Daily sounding logs indicate a level of .696m3 as of 7MAR14 at 0700.
